IMPLEMENTATION OF ANR RECOMMENDATIONS: A SATISFACTORY ASSESSMENT

The President of the Transition, Colonel Assimi Goïta, received, yesterday at the Koulouba Palace, the second annual report of the Independent Committee for Monitoring and Evaluation of the Recommendations of the National Refoundation Conference (Cinsere-ANR). The coordinator of Cinsere-ANR, Me Amadou Tiéoulé Diarra, was accompanied by members of his body for this exercise held in the presence of the Prime Minister, Choguel Kokalla Maïga, members of the government such as the Minister of State Refoundation, in charge of Relations with the Institutions, Ibrahim Ikassa Maïga, and presidents of the Institutions.
Before submitting the document to the Head of State, Me Amadou Tiéoulé Diarra returned to the methodology adopted in carrying out this work. The recommendations of the National Refoundation Conference, it should be remembered, numbered 517. They served as a basis for the government's development of a Strategic Framework for the Refoundation of the State.
In this document, the actions listed were divided into three categories including 55 priority actions, 153 complementary priority actions and 309 non-priority actions for the Transition period. And the Independent Committee was created to monitor and evaluate the implementation of the recommendations made by the people. It was assigned the mission of measuring and assessing the execution of these recommendations as well as the progress made on the basis of relevant information collected and results indicators.
SYMBOLIC CONTEXT - Colonel Assimi Goïta recalled that the creation of Cinsere-ANR responds to an imperative of accountability which must henceforth characterize the management of public affairs. And according to him, the submission of this report comes in a particular and highly symbolic context for our country. The people having carried out a direct dialogue for the return of peace and national reconciliation. “The results of the dialogue will surely make it possible to stitch together the social fabric, strengthen living together and definitively seal national reconciliation,” the President of the Transition will appreciate while congratulating its legitimate character.
While congratulating the members of Cinsere-ANR, the Head of State recalled that since the submission of their first report, the government has understood the requirements linked to the monitoring-evaluation process to which it is obliged to subscribe. . With this in mind, the exchanges which were established between Cinsere-ANR and the ministerial departments aimed to enable public services to appropriate the Strategic Framework for the rebuilding of the State so that the various planned actions can be carried out according to the defined timeline.
Regarding the achievements, the President of the Transition was delighted with the results. Of the 55 priority actions, 20 were completed as of December 31, 2023, or 36.36%. There are 33 priority actions underway as of December 31, 2023, or 60%. The priority actions carried out and those having started to be implemented represent a total of 96.36%. There still remain two priority recommendations which have not yet begun to be implemented, namely the establishment of a judge of freedoms and detention, and the creation of a monitoring-evaluation structure for the performance of government activities.
FOUNDATION OF MALI 'CURA- Of the 153 complementary priority actions, 10 were carried out, i.e. a rate of 6.53%. The complementary priority actions having begun to be implemented on December 31, 2023 number 110, or 71.89%. The accumulation of complementary priority actions carried out and those having started to be implemented represent 78.42% of the actions in this category. Colonel Assimi Goïta will emphasize that these represent the level of performance of the government with regard to its commitment to the implementation of the Strategic Framework for the rebuilding of the State. However, there still remain 33 additional priority recommendations, or 21.58%, which have not yet begun to be implemented.
