Article 2 of Law No. 0042 of July 7,
2000 establishing the National Investment Agency for Territorial
Communities (ANICT) provides that: “the National Investment Agency for
Territorial Communities” has the mission of managing subsidies allocated
to the realization of local investments undertaken under project
management by local authorities and to guarantee certain loans
contracted by them.

•receive and allocate to communities, subsidies intended for carrying out investments under project management by local authorities, taking into account their degree of development;
•help local authorities develop local services provided to their citizens for the creation of equipment;
• encourage local authorities to develop the mobilization of their own resources;
•guarantee loans taken out by local authorities to finance their investments;
•ensure equalization between the different municipal budgets.
