SUPPORT CELL FOR THE DECENTRALIZATION/DECONCENTRATION OF TERRITORIAL ADMINISTRATION AND LOCAL AUTHORITIES

•carry out studies and propose measures with a view to achieving the deconcentration of Territorial Administration services;

•support the Department's services in planning their activities;

•monitor the process of transferring skills and resources from the State to local authorities;

•propose to the Minister all measures tending to ensure the transfer of resources linked to the exercise of the powers transferred to the commune, circle, region and District levels of Bamako;

•participate in identifying the training needs of local authority agents and departmental services and propose measures and actions intended to strengthen their capacities;

•participate in the design and dissemination of support tools for communities and department services in the exercise of their skills;

•help with the mobilization at the level of development partners of the resources necessary to finance deconcentration-decentralization programs and projects;

•monitor and participate in the evaluation of the measures undertaken in terms of deconcentration and decentralization.
